Understanding the capabilities of scientometrics to support policies for the development of science and technology is the most important point that has provided the necessary grounds for the emergence and development of scientometrics at the micro and macro levels. These capabilities, in order to evaluate science and technology, have not only led to the recognition of more knowledge and the presentation of various methods and models, but also from a practical point of view are to evaluate and rank the factors affecting the development of science and technology in the form of systems. Undoubtedly, the development of scientometrics as a science, more than anything else, can be attributed to the efforts of thinkers who work in this field and increase the foundations and applications of this science day by day. The use of scientometric indicators through powerful systems such as ISC, Scopus, ISI and the like can be considered as manifestations of the impressionability of science and technology assessment systems in this field. The establishment of formal scientometrics courses at prestigious universities around the world and in Iran to support science policy on scientific authority in this field is another sign of the scientific community's consensus. It is necessary to be optimistic about the emergence of this field in Iran and to attract students for the master's degree program in this field from 1390, and to consider it as another step towards the scientific development of the country. The topics of the master's degree program for the first time in the country were proposed to the Higher Education Planning Committee of the Ministry of Science, Research, and Technology in 2009 by the Department of Information Science of Shahed University. The committee, after nearly a year of continuous expert review and making some changes, finally approved these topics on May 4, 2010, and through the national entrance exam for Shahed and Tehran universities since 1390 and Yazd University and Regional Information Center for Science and Technology in the following years issued a student admission permit. The growing enthusiasm of research departments in the country, especially in ministries such as science, research and technology, and Ministry of Health and Medical Education; Organizations such as the Vice Presidency for Science and Technology, Supreme Council of the Cultural Revolution, and Regional Information Center for Science and Technology, as well as the Vice Chancellors for Research and Technology of Universities and Higher Education Institutions, caused that many graduates have been attracted in the labor market to do the specialized work of scientometrics, which shows the correct diagnosis of the approvers and founders of the establishment of this field in the country. However, it is hoped that the higher education mechanisms of universities in the field of scientometrics will be trained in such a way that qualified specialists will be trained to maintain and strengthen their prominent and reliable position in the country's science and technology policy and planning institutions. Because any shortcoming in this field may lead to irreparable damage in this field. Today, to provide the necessary conditions for the development and transfer of knowledge among experts in this field, the existence of mechanisms such as scientific journals is a necessity. Therefore, one of the most important concerns of the Department of Information Science at Shahed University from the very beginning of its establishment was the publication of a specialized journal in the field of scientometrics that can convey the current language of experts in this field and strengthen the link between this scientific communities. Thus, the proposal to publish the journal "Scientometrics Journal" was submitted to the Ministry of Science, Research and Technology and was welcomed by the country's publishing commission. Although the field of knowledge and information science has several scientific-research journals in Persian and English languages, in which a number of articles in the field of scientometrics have been published for a long time, depending on the nature and purpose of these journals, now given the current needs, and especially with the establishment of scientometric courses in the country's universities and educational and research institutes, the publication of a journal that directly addresses this issue of scientific importance seems to be even more necessary. The first issue of this magazine is now available to dear readers. It is worth mentioning that choosing these articles from among the many articles received in the field of scientometrics was a difficult task. But in the end, relying on the opinions of the esteemed reviewers and also based on the journal's policy, this was made possible and each of the articles (in this issue) after 2 or 3 stages of peer-reviewing based on the policies of the editorial board and in accordance with the scientific criteria and principles were selected and put on the agenda for publication. We hope that with the continuous participation of the large family of scientometrics, we will witness more and more enrichment for this field and also this magazine in the country.

Purpose: Understanding the economic situation and its relations with other social dimensions always is important. Studies show that countries are placed in different positions based on their economic and also science and technology situations. The main aim of this research is to analyze the links between economic power indicators and science and technology indicators of some countries. Methodology: This research is a scientometrics study and it includs 38 countries with H-Index 100 ore more between 1996 and 2010 in SciMago. These countries were categorized and studied in 3 different clusters. The data gathered from WoS, SciMago, UNESCO, OECD and World Bank databases. Excel and SPSS were used to analyze the data. Also, the research questions and hypothesis were responded through Pierson Correlation Test. Findings: The findings show that there is positive correlation between two batches of economic power indicators and science and technology indicators. Also, there is straight relation between value of investing in science and technology and the level of development of sciences. The countries with suitable economic power are placed in a better situation in terms of science and technology. Conclusion: There is significant relationship between economic power and science and technology situation of the countries, based on statistical tests on the economic power and science & Technology indicators. In the other words, the countries that spent more fundings on the economic power indicators, have had more growth in their science and technology situations.

Purpose: The present research was performed for exploring of scientific outputs of Shahed University medical sciences faculty members in Scopus citation database (2000-2011). Methodology: Documentary and survey research methods a approach scientometrics were used. Findings were analyzed by descriptive statistics and Microsoft Excel software. Findings: The results showed that only 32 persons (24%) of research population had indexed scientific documents in Scopus. Despite that general growth trend of scientific outputs is ascending, this trend isn’t regular and even in some years is descending. From the entire 279 indexed scientific outputs, 276 items are related to Faculty of Medicine, 7 items are of Faculty of Dentistry and 5 items are of Faculty of Nursing. "Journal article" is the most indexed document type. Faculty of Medicine, Faculty of Dentistry and Faculty of Nursing have had the most citations and H-Index respectively, but nursing faculty had the best performance in "citation per document" index. The subject area of "Medicine" (41.83%) had the highest share in the scientific outputs and the subject areas of "Dentistry" & "Nursing" (1.12% & 0.22%) had the least share. The outputs with 3, 4 and 5 authors had the highest share respectively. The highest scientific collaboration rate of research society was with Iranian especially Shahed University researchers. Among foreign researchers, Canadians had the highest share of scientific collaboration and among domestic researchers those at Tehran University of Medical Sciences had the most share of scientific collaboration with research society. Conclusion: Scientific outputs of the members of the medical sciences faculties members of Shahed University and their scientific collaboration have had an ascending trend. Purpose: The goal of this study is to evaluate Iranian state university websites using WAI. Methodology: This study is a descriptive and Delphi survey. The research sample consists of 100 Iranian state university websites. Data collection was done by checklists prepared in the WAI. Findings: Assessment of the websites with five main criteria in WAI (accessibility, speed, navigation, reliability, content) showed that navigation was in “Good” condition with top of score of 72 out of 100. Content was in “Good” condition with score of 71 out of 100. Speed was in “Good” condition with score of 70 out of 100. Reliability was in “Middle” condition with score of 59 out of 100, usability was in “Inappropriate ”condition with score of 39 out of 100.Findings showed that 64 percent of websites were in “Good” condition, and 30 percent were in “Middle” condition. Conclusion: the evaluation reults showed that the Web sites of Iranian public universities have a acceptable situation �ولتی ایران وضعیت مطلوبی دارند. Purpose: Many Experts in various fieldes, count citation analysis as a research tool, but since citation analysis has some of the important characteristics of research methods, is a kind of research method.By the way, This paper is try to describing the place of citation analysis as a research method, assign quntitative and qualitative and pathology of the validity of this method. Methodology: This study has been done by documentary method and survey in related texts to gather relevant information. Findings: Citation analysis has some of the important characteristics such as Describing phenomena objectively, Having Ideas, Indicating the relationship between the phenomenon and use of tools, and as well as other method, it sufers from some threats like: Do not pay attention biases in sampling data, ignoring the self-citation of sientists in the country, portion of Review Articles, The low of publication distance, Do not Consider methods of citation counting, Lack of Attention to variety of subject Areas and ignore the differences between interdisciplinary and multidisciplinary research assessment. Purpose: Similar to citation databases, social networks can be used to measure document and article use; therefore, the aim of this research is to investigate the social media or networks as tools for evaluation of scholars. Methodology: The Altmetrics method _ measures based on social media or network_ was used for the survey. A sample of 309 facultly members affiliated to the University of Tehran were surveyed in order to find their publications on Scopus and their social records on bookmarking websites of CiteULike, Bibsonomy and Mendeley. The data were analyzed using Excel and SPSS software. Findings: Research findings demonstrated that there is significant correlation between citations and social bookmark records of Iranian scholars' publication. The highest correlation is between Mendeley and Scopus at ρ=0.80. The correlation between CiteULike and Scopus is low (ρ=0.439) while that for Bibsonomy is very low (ρ=.0241). Conclusion: Results show that Mendeley can be used as alternative or complementary tool for evaluation of the scholars

Purpose: This study deals with the visibility and influence rate of different links in Iranian virtual universities websites. Methodology: This is an applied Scientometrics study. The community research is consisted of websites of 21 non medical universities websites and 8 websites of Iranian medical universities. The websites have been retrieved by the use of searching and Google Webometics tools and were downloaded on personal computers to analyze their links. Findings: The study results show that websites of virtual universities of Tehran with 74970 points, Sistan and Baluchistan with 48048 points and Olum Hadis with 43097 points are ranked from first to third. Also websites of virtual university of Qom with 28 points has ranked the last. Conclusion: The study revealed that Iranian universities have not a considerable appearance on the Web. This is due to the lack of English pages on their Web sites as well as being new institutions
